Looking for an affordable apartment in Houston? Palladium USA develops and manages two apartment communities in the Houston area — income-restricted apartment homes with modern floor plans, quality amenities, and professional on-site management. Every community is built, owned, and managed by Palladium USA, which means the team that designed your community is the same one answering the phone after you move in.
Below you'll find each of our Houston communities, how income-restricted housing works in the Houston area, and answers to the questions renters ask us most.

One of our newest communities, in north Houston near the I-45 corridor — a straight run to downtown, with quick access to Beltway 8 and George Bush Intercontinental Airport.
13420 Ella Blvd
Houston, TX 77067

In west Houston's Energy Corridor area off I-10, close to major employers and the shops and dining along Park Row and the Katy Freeway.
19250 Park Row Blvd.
Houston, TX 77084
Houston gives renters the reach of the nation's fourth-largest city with a cost of living well below other major metros — and Texas has no state income tax, so more of each paycheck stays in your pocket. The job base is anchored by energy, healthcare, and technology employers, from the Energy Corridor's global headquarters to the Texas Medical Center, the world's largest medical complex. Off the clock, the Museum District, the Galleria, Buffalo Bayou Park, and one of America's great food scenes are all in reach.
Houston is also growing in the areas where our communities are located — from the employment centers along I-45 in north Houston to the Energy Corridor's steady expansion on the west side. Palladium USA has a community in the parts of the metro where that growth is happening.
Our Houston communities offer income-restricted apartment homes through the Low-Income Housing Tax Credit (LIHTC) program. Rents are set so that households earning at or below a percentage of the Area Median Income (AMI) for the Houston area pay an attainable monthly rent. Common set-asides under the program range from 30% to 80% AMI — the tiers available vary by community and by home.

Income limits vary by community and by unit, based on the Area Median Income (AMI) tier assigned to each home. Contact the community's leasing office to find out which income limits apply to the home you're interested in.
Start by checking availability on the community's website, then apply online or submit your application at the community's leasing office. You'll need photo ID, proof of income, and rental history. Income-restricted homes also require income verification.
Our current Houston communities are income-restricted apartment homes open to all qualifying households.

Palladium USA doesn't just build communities — we own and manage them for the long term. That means professional on-site management, well-maintained amenities, and a resident experience we stake our name on.
